Payment of National Service Allowance .

National service peronnel in Ghana are in a confused state in this current economic hardship as to when their september allowance will be paid and why payment have delayed for almost two months. Personnel under the mandatory scheme are required under the rules and regulations to be paid a non -taxable allowance. The national service scheme rules and regulations point 2C states, " with the exception of study leave graduates/diplomates, all service personnel shall be paid a consolidated non -taxable monthly allowance approved by the ministry of Finance, which shall be stated on the appointment letter". This year, 2018, it was stated that, personnel shall be paid an amount of Gh 559.04.

A follow up was done, after we chanced on an article "WE CANNOT PAY SEPTEMBER/OCTOBER ALLOWACE DUE TO THE NABCO INTRODUCTION". The following evidences were ascertained when we reached up to a member of the management name withheld.
He disclosed that, such information should be debunked and treated as false since NSS has no hand in it. Payment of National service allowance has nothing to do with NABCO. He further disclosed that, the system is being audited to know the personnel eligible for allowance. Personnel verified after the auditing are automatically verified for the preceding months. The auditing ongoing have specified reasons, he disclosed pointing to the following ;
Personnel who were verified during the registration process, some have done the service before, others registered with the particulars belonging to someone else, others too want double payment from the consolidated fun.

He explained that, the personnel who have done the service before, others registered with the particulars belonging to someone else, did that just because of the allowance. Personnel who have done it before have their details with the secretariat from their thumbprint. Because the E-zwich is registered with thumbprint, each person who have done the service before were exposed during the registration of the E-zwich though they passed through the registration successfully. With the issue of double payment, some personnel who were workers receiving monthly pay from their respective companies, went to school and came back to register for the service, ordered the secretariat to be posted to their companies, these personnel will be receiving monthly salary and expect a monthly allowance from the secretariat from the same consolidated fun, amounting to double payment which is not allowed.
He cited an example that, a teacher who went back to school and have ordered to be posted to his school he or she was employed before furthering his education , expect a salary from the school and NSS allowance.

It is confirmed that, personnel will receive their monthly allowance when the audit is done. September and October allowance will not come together as many expect but will be paid. Therefore, personnel should be patient, their allowances will be paid as required in the rules and regulations.

We entreat the secretariat and ministry of finance to pay the personnel to ease the burden it has created
